This reference guide is for financial institutions and organizations that provide or are interested in setting up a payroll savings bond plan for employees. The guide provides specific information for establishing a payroll bond issuing arrangement with your servicing Federal Reserve Bank.

Note: Treasury is phasing out the issuance of paper savings bonds through traditional employer-sponsored payroll savings plans. As of September 30, 2010, federal employees will no longer be able to purchase paper savings bonds through payroll deduction. The end date for all other (non-federal) employees is January 1, 2011.
